Team ARC Statement On Global Household Goods Contract (GHC)

American Roll-On Roll-Off Carrier Group Inc. (ARC) and its subcontracting partners, collectively called Team ARC, are disappointed with the Government Accountability Office’s (GAO) denial of our protest on the U.S. Transportation Command’s award of the Global Household Goods Contract (GHC).

Team ARC was originally awarded GHC on April 30, 2020. The Government took corrective action and then re-awarded GHC to ARC on June 29, 2020. That award was successfully protested by previously unsuccessful bidders, and in response, the Government issued a new solicitation in November 2020. A new GHC award was made on November 4, 2021, and ARC protested that award on November 23.

We will review the GAO decision and evaluate next steps, including any further legal action.


Team ARC Protests GHC Award

American Roll-On Roll-Off Carrier Group Inc. (ARC) today announced the company has filed a protest with the United States Government Accountability Office (GAO), which resolves disputes concerning the award of federal contracts, over the United States Transportation Command’s (TRANSCOM) award of the Global Household Goods Contract (GHC) (HTC711-19-R-R004) on November 4.

ARC has legitimate concerns over the award process. ARC was originally awarded GHC on April 30, 2020, at which time TRANSCOM labeled Team ARC’s proposal “game changing.” Following a protest, ARC was re-awarded GHC on June 29, 2020. In protesting TRANSCOM’s latest award decision, Team ARC said it is confident that its proposal remains superior and provides the best customer service solution for Service Members and their families. Team ARC stands ready to provide all personnel, equipment, technology, facilities, tools, materials, supervision, and other items and services necessary to provide a turnkey, all-inclusive moving service.

The Government Accountability Office (GAO) sustained protests filed on U.S. Transportation Command’s award to ARC of the Global Household Goods Contract (GHC). Team ARC will evaluate our options in light of the GAO’s decisions and determine the appropriate next steps on GHC.


Team ARC Awarded Global Household Goods Contract

American Roll-On Roll-Off Carrier Group Inc. (ARC) and its subcontracting partners announced today that Team ARC has been selected for a new multiyear contract award by the United States Transportation Command (TRANSCOM). The contract will provide global relocation services for the Department of Defense (DoD) and U.S. Coast Guard. Team ARC, which was strategically assembled from leaders in the moving, logistics and technology industries, will lead a full-service, worldwide relocation effort focused on improving the quality of service provided to Service Members, their families, and DoD civilians under the Global Household Goods Contract (GHC) (HTC711-19-R-R004). GHC is valued at $7.2B for the transition period and three-year base period.
